        <description>GeoPortal PMPV is a WebGIS platform developed by the Department of Geoprocessing (GEO) of the Municipal Secretariat of Planning, Budget and Management (SEMPOG) of the City of Porto Velho. Its purpose is to provide access, consultation, analysis, and dissemination of geographic data from the municipality, in accordance with the Municipal Urban and Territorial Information System (SMIUT) established in Article 45 of Complementary Law No. 838/2021, which instituted the Participatory Master Plan of Porto Velho. Article 45 defines that SMIUT must be based on a georeferenced digital cartographic database, progressively integrating municipal datasets to form a Multifunctional Technical Cadastre. This cadastre serves both as a planning and management tool across municipal sectors and as an instrument of transparency for citizens. The GeoPortal PMPV holds socioeconomic, technical, and professional relevance, serving public managers, academics, professionals, and citizens. It offers 53 geospatial layers, each with metadata, and geoservices such as WMS (Web Map Service) and WFS (Web Feature Service). The platform also compiles historical, legal, and territorial information on the 13 districts, the main administrative area, and the 72 neighborhoods of Porto Velho’s urban seat. Data available includes drainage networks, neighborhoods, schools, health facilities, and administrative boundaries. Public access to this information promotes transparency, encourages citizen participation in planning and management processes, and strengthens the relationship between government and society. For municipal managers, the platform supports more accurate and timely decision-making in both urban and rural areas, advancing sustainable development. Technologically, GeoPortal PMPV was built entirely with open-source solutions, including the PostgreSQL database with PostGIS extension and Geoserver for web mapping services. This choice ensures rapid implementation, avoids procurement delays, reduces costs, and enables advanced functionality, placing Porto Velho in line with leading geoportals across Brazil. Key features include WMS and WFS services. WMS enables visualization of dynamic, interactive web maps with fast access to multiple layers, while WFS allows querying and extraction of vector data for detailed analysis and integration with other systems. Together, they promote more precise and integrated territorial management. With 53 layers available, the GeoPortal provides a rich information environment covering zoning, mobility, environment, public services, and more. Metadata ensures reliability, documenting the origin, accuracy, and timeliness of datasets. As such, the platform consolidates itself as a strategic tool for urban planning and management, boosting administrative efficiency and public transparency.
